The Business division Banking Supervision and Deposit Guarantee, headed by Hilmar Zettler, consists of the teams Banking Supervision and Accounting. In addition, Deposit Guarantee and Settlement is located here.
The focus of activities for this is the responsibility for the two deposit guarantee schemes of private banks in Germany. The statutory compensation scheme of German banks (EdB) has existed since 1998 under the umbrella of the banking association. The Deposit Guarantee Fund of the Association of German Banks (ESF) was set up more than 40 years ago. In the event of the insolvency of a credit institution, the ESF and EdB conduct proceedings to compensate depositors.
In addition, the ESF has the possibility to use various support and participation measures, e.g. the takeover of credit institutions or the provision of guarantees. Together, EdB and ESF offer customers of private banks in Germany a globally unique level of protection for savings deposits and make an important contribution to the stability of the financial sector in Germany.
The second thematic pillar is the examination of the legal requirements for the restructuring and resolution of credit institutions and their implementation in practice. On the one hand, it is important to avoid the resolution of institutions from the outset by means of restructuring planning. On the other hand, it must be ensured that in the event of an emergency, credit institutions as well as groups can be wound up in an orderly manner without endangering financial stability and without burdening the taxpayer (also across borders).
